Thirteen sounds kind of young to be shaving but lucky for him, he'll stand out to all the girls (in a good way).
I am not sure that having 4 hairs on your chin really affects teenage chics the way we thought it did back in the day.

I didn't start until I was in my early 20's and even then it was very light.

He came home Friday with a note from the teacher that said to shave or get a demerit for being "out of uniform" - no facial hair allowed. He has no mustache but these muttonchop sideburns that went down his neck to rival Wolverine. He was looking "Amish". My neighbor had to use clippers on him just to get it short enough to shave. Over the summer it looked kind of blond but it darkened up a lot this past week and became too noticeable.

My oldest has begun shaving. He's only 13. :bawl:
My brother just started to shave. He's only 13. Same situation as your boy. He is in private school and the teachers thought that it was a good idea.
