What's a professional word for "foolhardy"?

We're trying to say that not funding our project would be a foolhardy decision, but foolhardy isn't good for management...

Actually, "foolhardy" and words like that may not be what you are looking for. Are you writing this to the govt. as a contractor or a similar situation?
