I believe, that the plan all along was to use the senile Joe Biden in order to get Kamala as President, and then she turned out so badly that now she is the insurance policy for Biden.
They are stumped until they find a way to dump her. We may have Joe after he is locked in the room to keep him from roaming off or until he forgets to swallow his food.
