Who could help?

My mom's neighbors have a dog that keeps getting off of it's chain. We live RIGHT OFF 235 and I'm terrified that it's going to be hit by a car. Every time it gets off my sisters put it back on the chain and let the neighbors know. A lady answers the door and screams that it's not her dog, the owner no longer lives there and she doesn't care. My family has been keeping an eye on the dog and no one feeds her either. Last night while I was there she got off her chain 4 different times so I gave her my own dogs collar and put it back on and decided I would call animal control in the morning, since they were closed. When I called they said there was nothing they could do unless the dog was running stray again. Is there anyone else I should call or do I just have to wait until she gets loose again and hope someone's around to call animal control before she gets hit? Thanks in advance!

If the lady doesn't care take the dog to amimal control as an owner surrender!! let them know it was the neighbor's dog and they moved away.

Wow thats horrible, how about ask some family members or friends if they want a dog? If all else fails take the dog somewhere else and let it lose so it possibly will have a better chance at living than where its at currently. But dont do this before others reply someone could have some other/better advice.

I would take the dog if I could but we already have 4, and we do feed it and give her water. She's very sweet and I would love for her to have a good home! I'm scared to take her to animal control and have them put her to sleep though, even though that's probably better than the life she has now on a 5ft chain. I took a picture of her last night but it's not very good. Is there any shelters I could take her too that would be better?

Don't give her any food or water and call AC. If there is food and water, they won't do anything. Hopefully they'll contact the person in the house and the person will surrender the dog.

Even if the dog is euthanized, it's better off than living a pitiful life on a chain not getting fed/watered and loved. Heck, I wouldn't have even put the dog back on the chain when she got off after the neighbor yelled that it wasn't her dog and she didn't care.

What kind of dog? small? big? breed? I am sure some of the rescues in this area will help. Is the neighbor willing to give the dog up? If so, set something up with one of the rescues. CAWL, SMAWL, one of this or one of the others can surely help. After all what is one more?

I'm not quite sure of the breed. It is definitely a mix. She's about 2 ft tall and is a light brown with a little black around her muzzle and eyes. I've been planning on talking to the neighbor but from what I've heard she has a nasty attitude.

Take some good pics and post - if the owner doesn't want her, we can circulate the pics/info to other people/contacts/rescues to see if anyone can help her.

Imagine how you would feel if someone kept putting a stray dog on a chain in your yard!

Call the Animal Control.... Especially if the lady said that she doesn't care. I'm sure that's like animal neglect or something...

Or post the address/pics and I'll call them.
