Nobody engineered the timing. They are not synchronized. That would take a little intelligence, effort, and ability, which were not part of the contract to install the lights. Most intersections around here are equipped with "walk/don't walk" signs that are timed along with the light changes. You can pretty much judge when the light will change based on the current status of those signs. Coming south in the afternoon, I have to share the road with all the goobers and you can't do a speed that works.

For instance, if you're on a side road, waiting to come out onto 235, you will be forced to wait until a huge pack of cars starts approaching along 235. When they get close to the light, the light will turn red for them, and green for you.
This way, everyone gets to wait the maximum amount of time as possible.
I'd like to find the person who engineered the timing on these lights.
And then throw a hammer at their face.

some folks slow to 20 under the speed limit and other folks try to drive like normal but then have to dodge aroung the slow pokes.
Makes for an interesting mix on the road
