SOLUTION:
There is an app in my startups called Bing Wallpaper that was turned on. It must have come with my last update. I turned it off and problem solved.

Since I installed Win11 my desktop background keeps changing from solid color to picture every time I reboot/restart. I searched for a solution in MS Community and the various geek sites but they are unhelpful. Other people are having this problem, and it started when I updated to Win11. The internet geeks want me to edit my registry but I hesitate to do that based on some stranger's recommendation.

Anyone else have this problem, and were you able to fix it?

Don't think it is a problem per se, likely a feature. Check your Windows settings under "Personalization", you might have slideshow or spotlight selected, you should be able to switch it to solid color.

Right, but after I set it back to a solid color it changes to "Picture" next time I restart.

What happens if you actually use one of your own pictures as background? I can't remember ever using the Win-supplied graphics, always one of my own or something I like.

For the past 10 years or so it's been this from Jimmy Buffet :

It reverts to whatever Bing comes up with. Themes is set correctly, the only thing giving me a problem is the solid color I choose turning into random pictures. I turned off cloud, and stopped the sync, and it reverts that too.

Freaking Microsoft.

I figured this out, BTW. There is an app in my startups called Bing Wallpaper that was turned on. It must have come with my last update. I turned it off and problem solved.
