Window Repair

This is for my sister. She is looking for company names/#s for window repairs. Told her I would help and ask around since she has no access to phone/or computer yet. They had moved to Delaware and have thier hollywood,md house on the market.
Here is the story -
After a home inspection they were told that the person requested to have the windows repair. The windows are capital windows and the seal has broke. Does anyone feel like they should replace all of them? or just some? I mean the house price was reduced for one which was a 10k cut. I understand if the windows were cracked but they had no problems with the windows since 1999. So my sister is thinking why should I replace all of them to the agent/buyer when the windows were ok with them living there.
This all buying/selling a house is new to them cant you tell. She is frustrated.
so any ideas/or suggestions would be helpful. Thank you for your time

1. Was the selling price reduced for a quicker sell or to make up for what the new owner needs to fix, such as the windows?

2. What does your sister's realtor recommend? (please don't say she is selling it on her own)

3. Define "the seal is broke." Are they double pane windows and one is cracked? I don't understand what you mean by "seal." Are the window frames coming loose from the house?

4. She can always refuse the offer.
