What they don't mention is the insurgents are attempting to use them, they just aren't smart enough to know how to arm and mix binary chemical weapons.

The first Sarin shell they found was part of a roadside IED, while the ARmy team was defusing it it went off.. LUCKILY this particular Sarin projectile was a binary weapon which depended on the twisting of the shell in flight to mix the two chemicals.. since the shell wasn't fired, but detonated roadside, the chemicals didn't mix.

Finding 500 chemical munitions between 2003 and 2006 sounds like WMD's to me....
