So my brother was born in Argentia Newfoundland. We've been trying to get that "Record of birth abroad" from the State Department since last August. Finally in Feb I got through to a nice person named Cheryl. She told me that my license (Real ID complaint) wasnt included, although I know it was. She helped me resubmit it and verified she had it. She said to call her back in three weeks.

Been trying to do that since last week. You call the main number and then they transfer you. What you get then is dropped into hell. Every five seconds (I timed it) you get a ring and then "All representatives are currently assisting other callers, press 1 to leave a message, or press 2 to remain on the line".

If you hold for 20 minutes, that's 240 presses. After that I hung up and called back. Lady tells me that its a problem they are working on, and I have no choice. I'm 13 minutes into my second pass. Typing this in 5 second intervals........

Same vendor as the SMC health department phone system?
The great news was 52 minutes into that second call or about 700 presses of the number two I got to the next level where you get like 2 minutes between button presses. Survived that through the second hour where I actually gave up and left a message

In the end, you'll probably find it would have been faster to drive there.

Thats my next step is to load his Newfie ass up and head to DC. But given he's got both a pacemaker and COPD, dragging him around the rat maze will not be fun.
Have you tried contacting the US Consular in Halifax? The birth would have been reported through them, right?

It was on a Navy base so who knows. Pretty sure they dont have records going back to 62. That stuff is collated and sent back to State at some point, I'm sure.

No idea if true or not but a one time best buddy married a Neuf, not bad to look at but DUMBER than an box of rocks. He claimed he went to a university there talked to a professor and he said hundreds of years of inbreeding was the answer.,Might be true, I dunno. I spent a few nights there, jug change on a PW 2800 in Gander, good time, didn't get laid, she was insulted i was laughing at what I called her rat skin coat.
:D I didn't look much better covered in grease head to toe I suppose.

Well, my Dad was from Alabama, and Mom was from Boston, so no Canuckian influence there :)
