Just curious, how many legislative bills are created in public? Or even in the "privacy of the House/Senate chambers...how many Congresscritters are usually involved in the drafting of a bill? And even if the implication is that the Republicans are secretly doing this, how many Democrats are actually wanting to participate? Clearly the Democrats are entrenched to keeping the Obamacare status exactly the same and not even want to look like there needs to be any changes. So the "secrecy" is likely the Democrats exercising self-isolation, rather than the Republican excluding their input.
