they have the entire state of Maryland as a wallet. To them, population is tax base because the more people, the more representation they get in the state legislature.

that's only the smart people. The stupid people will continue to live and work there..and keep in mind businesses
generate tax revenue.. and if the owners/corp does't live there, they have no problem employing stupid people
to work there and make the money for them.

which probably explains why it hasn't happened already.

Cops should just stay home. Give the homies all the guns and ammo they want, sit back and enjoy. The tough part would be there are some regular hard working innocents trapped in the city and the cross fire....
