Anyone know what type of bush/tree gets these flowers?

Ima guess tulip tree.

Thank you, I took a small cutting, can it be rooted?

Yes. Take the cuttings, strip off the bottom leaves, make a small vertical slit in the stem, dip the stem in a rooting hormone (a must if you're propagating a woody stem plant), then stick it in a growing pot with a soilless mix. Keep moist but not drenched and do not put them in direct sun. Dappled sunlight is best.

Sure looks like a rose bush.

Might be knockout rose. I don't think rose when I see a fully opened flower.
