Head Found in The Knolls?

Ran into an acquaintence in Safeway last night who lives in The Knolls, who was telling me that a day or 2 (or so) ago, an ATV rider (who I heard was commissioner's son??) found a decapitated head along the power lines behind The Knolls neighborhood. I can't find anything online about it - has anyone else heard anything?
