Sounds a lot like an invitation to me. :shrug:
Once again, that is not the official invitation. If both the House of Reps and the Senate do not pass a joint resolution, there will be no joint session of Congress and everything else is mute.
At any rate I'm no longer going to argue this.
A House concurrent resolution sets aside the day and time for a Joint Session “for receiving such communication as the President of the United States shall be pleased to make to them” and is passed by both the House and Senate.
