By management you have to blame the county governments. I don't think the schools have any heavy duty snow removal equipment of their own.
So, the counties got the roads pretty much clear but didn't get around to school lots. Want to buy more trucks, plows and hire more drivers for the occasional snow?

The snowfall ended before the start of business on Tue. By Tue afternoon, the roads were cleared and dry and as usual, the county and SHA snowplows drove around just to keep the mileage and overtime going. This was not a major snow event. The school district charges the highest property taxes in the state of Maryland. If they dont have their own snowplows, they are not lacking for money. They are certainly free to contract with landscaping contractors who do have the equipment to clear parking lots and driveways.
