Omega Protein is just down the Bay in Reedville. Yes, they employ locals, but they are a rather large Canadian corporation. I don't think their target market is Japan or China, but they do have a fleet.

OP a rescue step is your good friend: You can purchase one or fashion one on your own. It serves a twofold purpose. 1) as a rescue step to allow reentry into your vessel if you aren't in shallow water 2) allows to right a flipped vessel. Tight lines and stay safe out there.
