I'm guessing that dogs at the shelter could go at any time, if one is available now that has been there for a while, and new dogs are dropped off, that one that is posted could be put down to 'make room'...
Krazd, Is a rescue group putting a tag on the cage for a call before euthanization the only way to avoid that?? (of course, unless its adopted prior to any of that....)

And the rescue would have to have a foster home for the dog as well, if it put a tag on it...if no foster homes are available, then I guess some dogs are just out of luck?

Yes, they won't hold a dog for an individual but they will mark the paperwork for a rescue. But when they call that rescue that it's time, they mean, it's time come get the dog and yes, without foster homes a rescue can only do so much.

The shelter does try to give the dogs and cats a fighting chance of finding home, but when they need the room, they have difficult decisions to make, choices I pray to God I never have to make. They have to decide which dogs at this point are the "least" adoptable, and they are the ones to go.
