If they were, DHS wouldn't need to seek approval to make arrests of the leaders of these various cities as was discussed here the other day. They (or whomever would be responsible) could just go ahead and make the arrests.

How about a little honesty, the shutdown was a result of the Senate and holding a slim majority in the Senate doesn't mean control when 60 votes are need for cloture. Why wouldn't the Senate Dems support the children that rely upon CHIP for healthcare?
