It's difficult to answer you based on the info you've given. Plus, if you care that much, one would think you'd already know who your local officials are or at least how to find out.
Figure it out, but it starts at the top.
The federal government issued guidelines to reduce the spread, to flatten the curve.
What few mandates they did try to impose were immediately met with push back by the same politicians that invoked almost martial law in their own states, i.e. no travel to/from certain hotspots, no foreign entry,
Now it's being driven by state and local politics.
In Maryland the "hotspots" are calling the shots. I just want everyone to look at where those hotspots are and the politics involved.
Generally speaking, "Sanctuary Cities/Counties", high level of corruption, fraud, waste and abuse, along with higher crime rates.
In general, areas that people are not inclined to follow the law let alone "guidance"
Places where the politicians think it's a bigger crime to say Illegal Immigrant than to break the immigration laws of the country.
Higher percentage of folks who vote themselves a living, rather than face the vagaries of the job market.
