are you handy with a wrench ?

Used to be a mechanic. Why?
get a spare set of steel wheels with some actual winter tires and you should be able to handle most anything we have here
It also helps if you don't freak out if your car starts sliding
Okay motorheads, I'm looking to spend very little on a car or truck which can handle winter road conditions and do local-only driving. Knowing $2k doesn't buy much, I'm curious about what $2k WILL buy.
