Considering where this woman is from-Nigeria, maybe the living conditions weren't so bad in her eyes.

Another case where I ask, "If she was so utterly careless regarding her children, why have them, and keep having them?" 
She only cares for her own well-being, and having more kids could only increase the burden upon her, so why would she do that?

But being a "danger" to others is not the only reason for imposing a bond. Could be to prevent fleeing, or in this case, suicide, or even to begin effecting punishment as soon as possible.
Her attorney was disputing this bond claiming she is "not a danger" to society.
