I think this is effed up...the reasons listed on here are not a reason to give up a puppy to a shelter....

We were up at one of the parks this weekend and two dogs were set out. Broke my heart. One was just a puppy and the other had the mange and obviously hadn't been taken care of. According to one of the ladies that goes to that particular park a lot people are always putting out their dogs there.
