Yep.... same reason we are required to have "breakaway" mailbox posts such as wood or aluminum. Learned this back in the day when there was a high quantity of mailbox baseball vandalism and someone welded a steel mailbox to a steel pole seated in concrete in the ground. I would agree, don't see a difference. I have heard of people getting into trouble for burying cement poles in piles of leaves or anchoring their mailbox with a cement post. I guess if it's government erected or government directed it's considered a "safety" feature, if average Joe does it, it's setting a hazardous trap. Sort of like leaving armed bear traps under your windows.I dont see a problem with boulders, I mean hell a tree does a hell of a number on a car.
If a boulder in a yard can hold you liable how do these businesses have anti ran bars in front of them and the Navy put jersey walls up? They should be more worried as their pockets are deeper.
