However, in Md many municipalities have ordinances against firing even pellet guns.

Not federally, nor in Maryland are they considered firearms. The only manufactured air gun "firearm" said to be a "firearm" by the ATF was a Daisy airgun that used actual bullets with a little smokeless powder and a primer of sorts attached to the back end of it. The hot air and the increased pressure ignited the powder and so the ATF ruled it was a self contained cartridge and the rifle firing it was a "long gun" "firearm".
