I'm guessing enforcement is going to be the thing here? My non DoD company is considered essential by state and fed guidelines but the majority of customers are not essential.
Restaurants can carry on like last week. Lowe's will be open as will liquor stores. BONUS! I can put my car in the local shop for scheduled maintenance.

In solidarity with the working man, who will be losing their means of living by his decree, the Governor, his administration along with the state legislature need to forfeit their salaries for the duration of this shut down.

One list I saw said department stores are non essential for this situation. You can buy depends in the pharmacy but not underwear in the department store side.

There are so many loopholes and so much ambiguous terminology in those guidelines that I don't see many businesses closing unless they are in a clearly defined category that is specifically listed.

I predict by the end of the week we will be under "shelter in place" because no one will heed these guidelines.
