That's always been her life and all she's ever known and the way things are in her world because of how she was raised. Everyone she knows has parents like that because they're all DC insiders. Hell, her husband's dad spent five years in federal prison for embezzlement and felony fraud. This is not a small town girl with a conventional upbringing - everybody she knows is a criminal.
