Here's kind of how this works:

There's no real way to keep someone off the boards if they're determined - and you'd be surprised (not) at how many people reallyreallyreallyreally want to post on these forums. We can ban them but they just create a new screen name. If we ban their IP, that also "bans" others using the same IP block, i.e. AOL users, base folks, etc.

So the only real "punishment" we can invoke is, if you screw up, you lose your user name and post count. If you come back on under another name and start causing trouble, we'll ban that name as well and monitor user registrations for awhile.
