The idea behind diplomatic immunity was designed to prevent trumped up charges from being brought against a diplomat as a type of international extortion. Diplomatic immunity is abused by all countries. Beyond that, I will not get into the discussion.

I'm not sure, but I think the most that we can do(US Govt) is to request/demand to that Foreign Govt. Consulate recall that person
back to his/her homeland.

The State Department can also request the foreign government to voluntarily give up diplomatic immunity for that person, and they can expell the diplomat as well, not just ask.
