No - not quite. The cops go to his house and say "Are you making a bomb in your basement?" and he says "Of course not - I am just into making crafts". They try to talk to his family, but they just look at the cops silently with big eyes. They find a few locked rooms, but he says they're just full of junk, and not to worry about it. They thank him politely and drop by to remind you that you're crazy and ought to apologize to him.

If you had an ex-con neighbor, who you were pretty sure was building a bomb in his basement, you would probably first call the cops. Because he's an ex-con, they don't need much to get a search warrant, so they check it out, but only find some wire and pipe. So they go away. THEN you might take matters into your own hands.
