How are they paid for? does the cost go up if you click on the link?

Banner ads are paid to the website administrator by the advertiser. Many pay a very small amount just for allowing the banner to open when you open the website (Like SOMD.COM gets paid whenever the banner opens at the top and the bottom of the page when it opens). Other banners require the viewer to click on the banner-link (Like AnnoyBoy gets paid for each obnoxious thread that someone clicks on his shiddy-reference-links).

Don't know if SOMD.COM gets paid if you have a banner blocker like AdBlocker Program installed.

So if I click on the Obama ads it will cost his re-election campaign money?

It depends. I know that on FB, they have two ways of charging. There are impressions (how many times your ad pops up) and click-throughs (how many times your ad is clicked). If they are paying by the number of impressions, then clicking won't cost them. If it is by click-throughs, then it will cost them.

Oh, and you usually set a maximum. So if it is by impressions, there's not a whole lot you can do except try to use key words that will trigger the ad. If it is by click-throughs, then if you click on it enough, nobody else will see it.
