Im not sure they come for bait. What you gotta do is throw a small rock up into the air and take the pic when they come swoop down for it because they think its an insect or something

Exactly right. We used to play with them when I was in Michigan by watching them chase peas from a pea shooter.
They would also try to get your fly when you were fly fishing trout streams.

A fairly small, fast-moving object that usually appears only after dusk... can't get much tougher than that.

Need a fast lens with a moderate telephoto at least. Then, put some bait on a stick and let them come try to get it. Might be interesting.
