Clarke's Landing ALWAYS has great food, but ALWAYS has crappy service... end of statement. It is what it is.
The Willows is fine, I am sure it'll be fine... eh...
Cafe de Artistes, from what I understand, is well put together and offers a pleasant dining experience - IF you like French cuisine. I'm not big on it.
I have yet to hit Tides, but I hear it is wonderful (but there will always be complainers).
I LOVE Nooks n' Monks, because it's not too this or too that and the food is yum-my

...
Again, I love Clarke's food, I just have to be prepared to have the luck of the draw (pulling the tiny stick, of course) and land the server who rode the short bus to work, licking the window all the way!
If you do go over the bridge and hit Captain's Table, it is a WYSIWYG kind of place. No epicurean air - just good food with diner days wait staff that keep it real, Southern MD style.
