Big white balloon

I don't know if it was a weather balloon, but I saw a large white balloon drifting across the Patuxent River and across Solomons. I noticed it thursday rising in the air in the direction of St. Mary's airport and then being pulled back down. Anyone know what this was? I'm surprised the UFO calls weren't flooding in.

It's a surveillance platform that is being proposed for military operations.
