You really can't stop someone bent on suicide at a public event. If nothing else you can blow yourself up while waiting in line to get in

I doubt they'll even get in the country. Putin isn't interested in some terrorist's "human rights" and the Amnesty International can bawl until their eyes fall out and it's unlikely he'll give a damn. The Russians have no problem "detaining" suspicious characters.

Besides, the one blowing himself up isn't going to be a high-level operative - it's going to be some kid alternating between brainwashed zealotry and pissing his pants. He won't even get close enough to the Olympic Village to do any harm.
