I have always wonder about that. Is a tree more susceptible to be blown over when the ground is dry, or when the ground is wet? I've been of the thought that if it's wet, that any force to topple the tree would need to be greater due to water creating a greater suction force within the soil, as in a hydrostatic pressures, as opposed to dry soil.
The wet for sure. The moisture makes the ground more slippery, the roots lose some gripping power.
