OK - I buy that, for sure. IMHO the other age/maturity-related issues would exacerbate that. When I was growing up in this state, local car dealers had an agreement with local schools, and driver's ed was taught in high school, and we did about a 60/40 split, road time and class time. The class was a semester long. Teachers that were experienced drivers gave all the practical on-the-road do's and don'ts. It worked well, I thought. As a driver, I turned out alright (at least the cops and my insurance company and my family think so).
