Actually if you did any reading before you you would know that Riggs and Sadler were penalized for spoiler bolts with holes drilled in them to allow air to escape from the trunk area. Both were caught on pre-qual inspection and made to change them so they did not qualify with the bad parts installed. Drilled holes = premeditation=penalty. Kenseth and Kahne both had aero/ducting violations (bigger deal than altered bolts) and they were not caught until after qualification. Because they qualified with unapproved alterations their time was disallowed. Because their infraction was more serious in terms of an advantage = More serious penalty. Aero alterations = premeditation = penalty.
Waltrip had a fuel additive, premeditated, huge advantage, huge penalty.
Gordon had a bolts come loose on a shock bracket, bracket slid, car too low. Premeditation? Doubtful but perhaps, but not hard fact like holes drilled or hidden duct work.

I don't think Riggs, Sadler or Gordon's were intentional. But NASCAR has no defined meaning for intent.
