I think you're right - Toot just played his flute, usually to denote danger or happiness.
The other was Newton (don't ask WHY).
It was a very primitive style, almost Hanna-Barbera ish, and Toot always said everything twice.
Like a lot of little kid's cartoons, the bad guy was often the SAME GUY all the time, and only did bad things because he just didn't like the hero.
Hercules would put on his ring just before he would do his thing, and usually he would fly away at the end shouting "Olympus".

I just always thought the SONG was pretty good.
