They can most certainly transfer the oils from the plant to your body or to something else that your body eventually touches and then you end up with the oils on you and waaaaalaaaa... you itch.

Yes they can spread it. It's an oil from the leaves/vine.

Dunno if dogs can get it though. :shrug:

I can't count how many times I've gotten poison ivy on the insides of my arms from petting/hugging my dog. He never seemed to be effected by it though.
