I think there-in lies your problem. Like I said earlier, if they are a licensed used car dealer, they legally cannot sell you a car that does not pas Maryland Inspection.
If they quoted you a price for the car initially, what exactly were they giving you?
It's kind of like going to the dealer, them quoting you a price for the car, then when you're ready to "drive" out with the car they tell you the price they quoted didn't include the motor, trans or tires.
Was the price quoted to you in writing in some sort of price work-up? If so, then you have a legitimate complaint. Otherwise, I'd drop the issue and move on the next thief, I mean dealer....
