Is it a failure just because it's changing locations? Says nothing about if they are meeting their goals or whatever they are being judged on, only that the power in that location turned out to be more expensive than planned.
I've offered them some nice open land in Florida.

Nah, I still don't get it. Their "GOAL" isn't to build a plant specifically in Wyoming. Hell their goal probably isn't even extracting a specific amount of carbon, it's likely all about being profitable cashing in on the environmentalist money.

And since they haven't started yet, they haven't failed yet. They just changed the project location because electricity got expensive. And since their actual goal, the metric of whether or not they are a success, will surely be tied to how profitable they are "capturing carbon", their electricity price is probably the top deciding factor on location.
