I am never going to tolerate that for long... on the Board or as a resident I would want that stopped immediately. Sorry... I know it would probably cost your neighbor a bundle to replace the loops or to replace the system..... maybe he could get a grant from the Save the Bay foundation... I have a contact name....
The newer models don't dump anything. They are extremely efficient and they cost almost nothing to run....
