An old electric hot water heater can have an amazing amount of lime and debris that insulates the heating elements and prevents heat transfer from the heating elements to the water. I changed an 18 year old heater only because it started to leak. My electric bill dropped considerably with just a new standard electric water heater. When I drained the old one for removal it was still extremely heavy to move with a hand truck. When I finally wrestled it outside and reopened the drain at least 20 gallons of chalky white water came out. I never thought about flushing it annually before that, but I do now.
