As I understand it, the city of Philadelphia hosted the event. Given there was trash everywhere, I'd say the city didn't provide enough receptacles to throw trash away. Maybe they wanted it that way to provide jobs to people as cleanup crews. In the end, the trash got cleaned up, the people were blessed by the Pope’s visit; and you’re finding some strange way to show how unChristian Catholics are.
