One would hope, but there are some toddlers who are big. I know a boy who at age 3 was probably in a 5 or a 6.

It depends my son wears a 5T from Old Navy because of there sizing, the boys pants are still quite big on him. But normally one wears a 5 reg. with adjustable waists and the other 4 year old wears a 5 slim w/ adjustable waist.
