Navy Federal is offering a free subscription to McAfee and since my current Norton subscription was about to expire, I uninstalled the Norton and downloaded the McAfee.
Now my cd/dvd drive doesn't work. Bought a new drive and it has the same problem. It won't let me update the driver and I get a code 39 error.

Any suggestions?

Yes, but it involves messing with the registry. Could be dangerous if you delete the wrong entries. If this is something you want to tackle, I'll post the instructions.
 
Sometimes you can go into the Device Manager and delete the CD/DVD drive, then exit the Manager. Restart the Device Manager, right-click on the computer name and select 'Scan for Changes'. The drivers will be reinstalled.

If that doesn't work, then you'll have to perform the registry hack TWL was talking about.

He could always back up the registry before the attempt, then restore the backup if all goes wrong. Wouldn't be any worse off than before he tried the fix.
