Congress and the Oil Response

I know there is a lot of discussion on the oil spill but a college roommate of mine use to work for a company created in 1990 based on the Oil Pollution Act of 1990. He said President Bush supported the Marine Spill Response Corporation. He said President Clinton policies did something to make it a useless outfit and left the company. Obvious they are not very effective today considering how long this spill is going.


"A major cornerstone of the U.S. economy is the use of oil and petroleum products to meet the needs of individuals and businesses. In an effort to improve the safety and environmental protections in connection with bringing such products to market, Congress enacted the Oil Pollution Act of 1990 (OPA-90). The Act has numerous provisions, including specific requirements for those engaged in the handling, storage, and transport of oil and petroleum products to "ensure by contract . . . private personnel and equipment necessary to remove to the maximum extent practicable a worst-case discharge." "
