I know a man who did that to his renters. They went to court and he had to turn it back on and pay the bills.

The utilities should be in the renter's name, not the landlord. In this case it's the homeowner. I'm pretty sure a homeowner is able to do as they please when it comes to utilities. Or just stop paying the electric and water bills. They will turn them off for you.
 
This guy had until noon today to vacate, as per the judge. He left, after getting a jump to get his car started, and is staying at an air-BNB for a few days, but beyond that is an unknown.
