I don't agree. I believe she was truthful and just did not know the rules. I don't think she has much of a chance of winning even if she were eligible, but I am not placing nefarious reasons for running.
When filing for a local candidacy, the local elections office gives to every potential candidate a "candidate information and filing package". Within that package, along with a whole bunch of other stuff like an ethics questionnaire, information on campaign finance law, is a qualifications chart for each office based on the office someone might seek.
I guarantee that she knew about this when filing, as candidates sign a document, a candidate filing application, that they have met all necessary qualification requirements. Hell, the necessary, minimum, qualifications are even posted on every Board of Election's website. Something most unfamiliar citizens/candidates would read prior to going to the local Board of Election to collect their candidate information and filling package.
