I don't agree. I believe she was truthful and just did not know the rules.
I don't think she has much of a chance of winning even if she were eligible, but I am not placing nefarious reasons for running.

That's what your campaign committee is for. These local races aren't just one person - there is a team behind them making sure they cross the t's and dot the i's.

She knew the rules and thought she could get away with cheating. How you can tell is it takes some serious hubris to move to a new community and 10 seconds later think you're a big enough deal to run the local government. Certainly she was tapped - local Democrat bigwigs thought she might be their AOC - so I'm curious about her background. Who is she and where did she come from? More importantly, why is she here?

When filing for a local candidacy, the local elections office gives to every potential candidate a "candidate information and filing package". Within that package, along with a whole bunch of other stuff like an ethics questionnaire, information on campaign finance law, is a qualifications chart for each office based on the office someone might seek.

I guarantee that she knew about this when filing, as candidates sign a document, a candidate filing application, that they have met all necessary qualification requirements. Hell, the necessary, minimum, qualifications are even posted on every Board of Election's website. Something most unfamiliar citizens/candidates would read prior to going to the local Board of Election to collect their candidate information and filling package.

As a matter of fact, nearly every elected office out there has a minimum residency requirement. Saying one did not know is a, I got caught reason.

She should be disqualified, if she couldn't bother to read and comprehend the qualifications, she shouldn't be running. There's enough dummies in elected positions in town/county/state/country administrations without adding another one.

Hmm, so if they win then what? As there will be a vacancy in the seat the Governor is required to appoint a replacement with the advice and consent of the Senate (if the legislation is in session or he appoints a temporary person (if not in session) and that the permanent replacement nominee must be done within 30 days after the Senate is in session). Additionally, the Governor, in making the nomination, must consult with the central committee for the party of the person that caused the vacancy.

Now, if you dig into the statutes for election candidates a replacement should be named to replace the disqualified individual. The statute allows for the filing of a certificate of designation to replace the person and that it must be filed at least 10 days before the day of the general election. Why isn't that being done?

She's a lawyer and was just hired by smcps. Maybe as an English teacher but not 100% sure.

I still believe she just screwed up. It would be stupid to file and know the Governor would pick a replacement if she won. But i do agree that it's pretty nervy to run for the top spot when she has only been here for 3 years. Obviously she thinks well of herself.

She sounds a bit over ambitious and she is an outsider. This doesn't bode well for our county.

The question on an appointee is who does the appointing? The sitting gov OR the elected gov after the inauguration? The BoCC starts working before the state does so my guess would be the sitting gov would have that task. I'm sure @Ken King can shed some more light on this.

Either way, an appointee completely bypasses the will of the people of St. Mary's County, and not voiding any votes for her is a complete violation of election law in my eyes.

President. The fifth Commissioner, who will be President of the Board, shall run at large and be elected by the voters of the entire County. The President must be a registered voter, a resident of the County for at least five (5) years prior to election to office and at least twenty-five (25) years of age. The Board of Commissioners may elect a Vice President to preside in the temporary absence or disability of the President.
