I have no clue either, unless its the wording of the challenge...either way, the call was bogus and should have been overturned.

It's BS, but I guess the thinking would be that he was never determined, on the field, to have recovered the ball. So, they couldn't review whether or not he had actually recovered the ball, therefore it didn't matter if he was down by contact.
